There is one which has been used successfully for at least two thousand years to my knowledge, and is still being used today by politicians, stock brokers and religious leaders. It's fear.

Let's start off with the definition of a tool: "Something that is manipulated as a means to an end. A natural ability or something one can use to gain a desired result."
My answer: Communication...Without it, nothing else makes sense.
If a person has communication they can and do use it--sometimes without even realizing they are using it. It's sad, but a person can have a brain, but not know how to use it--or be unable to use it. And according to the definition above, I certainly hope they don't take it out of their bodies and manipulate it. LOL! ;-) j/k
Everything you say is communication. Even some things you don't say--as in attitude. Sometimes how you act shouts louder than anything you can say.
All writing (including religious books) is communication. So without communication you would not be able to know God--or even how to write. And according to the definition above--we wouldn't want God to be a tool...Would we? Is He just something we use to get what we want? I hope not.
A relationship with God starts with prayer. For me a relationship with Him is MY most powerful motivation. But there is a difference. He is God. Not a "tool" used to get what I want.
The question above asks, "What is the most powerful motivational tool in the WORLD?" The world doesn't know God, so they can't be motivated by love for--or a relationship with--Him. Also, prayer is communication--it's what I use to get to know God better. (God was the one that gave us this powerful tool. However, those who don't know God can still communicate with others in the world.)
Everything on TV or on your computer is communication. All commercials and some TV programs push what they want you to think is "okay". They help you learn to "tolerate" through this means of communication.
Without communication money would mean nothing. No one would know that it was even worth something--because hey, money is only paper. It's value is based on the faith we have in it's value.
Without communication we wouldn't really KNOW if someone loved us or not--because they wouldn't be able to say the words or even be able to show us. We could only guess. And again, I don't think love qualifies as a "tool" we can manipulate at will.
Without communication we wouldn't know many of the things that cause fear are out there. (That might be nice...) I guess that in a certain sense fear could be used as a tool. But does it motivate? Only for a short period of time. When whatever is being held over ones head disappears, so does the motivational effect.
Question: What are all of us doing here today? Expressing our thoughts and ideas and learning from others--communicating!
I could go on and on...but I have things other than writing an essay to do today. (Sorry if I hurt anyone's feelings. I just want you to know what a powerful thing communication is! Don't forget to use it to talk to your elected officials to tell them how you feel. Your communication can change a LOT of things!)

a reward (especially the one that's widely desired by the person being motovated)..
It can be money because even politicians do bad things because they can be bribed. They become motivated to follow the evil dictation.
MOney can be the answer too in simple things like asking children to do you a favor with some money to be given when it's accomplished.
Maybe money is the most powerful tool because everybody's in need of it. With this, people tend to move for it's sake.

Love for self, love for others and love for life.Then living your life on purpose.
When living a life on purpose, your soul desire, your intentions, your beliefs and actions are all aligned. When this happens you are living an inspired life and motivation isn't necessary. You wake with a burning desire to continue along the path you've discovered and it will seem like the universe is conspiring to help you on your way. reward - comes in various forms. satisfaction first of primary needs then emotional. money. praise. certificate. recognition. medal. though what is best for me knowing that all my efforts are geared to an important goal - for self, for family, for community.

Sex and Money are the 2 moving engines of the world; or so I've heard hahaha.
But self-realization is even more powerful; we want sex and money because we think those are necessary things to be self-realizated and happy. But look at some Buddhist monks: they are poor and have no sexual life; they accept to loose all those goods because they sincerely see them as obstacles to self-realization... a point of view I of course don't share hehehe ;-).

Ego.
Thirst For Power.
Speech And/Or Words...
For Me Its GOD...
To live for him and his glory.Just to simply obey his word and trust him in everything that we do in our lives may it be big or small...
With God everything else comes with.
God is Love and Love endures ALL things...
When we have him in our lives then we have everything.
He gaves us eternal life and LIFE period.
He put us in this world for a purpose and for a reason. He assigned us to our parents to mold and nurture us to become a good person.
Just like how we want to make our parents proud for giving us life and for making us what we are now...
Shouldnt we make him even more proud because he is OUR creator?
To make him happy that we didnt waste the precious life that he had blessed us with? And all the other good things that comes with it?
Why did he give u life?
Is it about u?
Does everything you have in your life makes sense without Gods presence in your life?
I have met all kinds of people and have witnessed their lives...
I have met financially fortunate people who seems to be lost and uncontented because they are living for money and when money is gone what else would they have in life or what else would they live for?
I have crossed paths with less fortunate family who are so grateful with any LITTLE things that God has blessed them with.Their every single meal,the fact of them just being together,the humble home that they have...
They have harmony and they are thankful foreverything that God has put and has not put in their lives...
My favorite saying is...
"I asked God for something to enjoy life...then God gave me life to enjoy all things"
