That does sound like ammonia poisoning to me. I would suggest a water change to thin out the ammonia in the tank.

I doubt he is choking, unlike human where we can't breath when something choking our windpipes. Fish has gill and it is without lungs, as long as his mouth is not block and water can enter the mouth and come out from his gill slit, he'll be able to breath.

To check, just catch the fish up and look into it's mouth. You should be to see it there is anything there.

A goldfish gasp fast when there is not enough dissolved oxygen in the water or when the water contain some polution/chemicals that is effecting the gills of the fish thereby causing it to not work at its normal capacity, so the fish have to breath more to compensate or come up to the surface of the water to gulp of air.

When the fish can't keep it's balance, it probably has some kind of swim bladder problem ( Read this .. http://www.arofanatics.com/members/dragonfly_sg/swimbladderproblem/ ) in your case I believe it's due to bacterial infection.

The best thing you can do now is to do a major water change, assuming you have the same pH and temp for your tap water and tank water do a 70~80% change twice weekly.
And treat your fish with anti-bacterial medication which you can buy from your aqaurium shop.

Good grief, didn't we tell you about three times already that your goldfish tank is TOO SMALL and your goldfish is suffocating to death! You are just sitting there letting them suffer, how mean.

sounds more like ammonia poisoning or lack of oxygen. change 50% of the water now. also dont release any pet into the environment its very dangerous. also goldfish are freshwater fish
so dont put one in saltwater

Oh, I'm sorry, but i don't think that you can do anything about it! You cant just stick your finger in its mouth and take out the pebble if it swallowed one! Sorry, but say goodbye to him and tell it that I will always remember him....even if i never met it.
