Do you think it's rude to ask my friends "What are you planning to get for my birthday"? And that's the same day as my graduation day but do you think she's gonna change her mind and won't gonna show up if I mention about it?

Kinda.
I never assume or ask if I am getting anything for my bday. Mine is this Sunday and I will not make anyone feel obligated to get me anything by asking. It is rude. If they want to they will because they WANT to not because are expecting it from them.
If they remember and tell me "Happy Birthday" that is enough for me

Yes I think its rude.. .just remind her your bday is coming and invite her if your are having a party....
She should show up with a nice gift..
And by the way, happy bday and congrats on your graduation!

Proper etiquette is "NOT" ask about gifts or party. You just keep reminding people your Birthday is soon! ;-)
You can technically mention it your birthday and graduation to your friends and use the "I wonder if my 'parents' will give me 'TWO' gifts or one". This is allowable.
