Freedom of religion. He founded Pennsylvania to keep people from being persecuted for religious beliefs, because although many people left the old world foe freedom of religion, people were still being persecuted in some colonies. Some were even exiled or executed. Mainly in the Massachusetts Bay Colony, and the Puritans werethe ones doing most of the persecution. But William Penn wanted to create a place where everyone was free to worship.
