No you're suppose to use italic. Back in ye olde days, an underline told the typemaster to italicize.
Don't believe me...consult the AP style guide.

Since you are writing thank you notes they are handwritten ( anyone actually writing thank you notes these days already knows that and is absolutely great ) and in handwritten material a book title is always underlined. BTW, Good for you!

When ever you have a book title you ALWAYS underline it...and English teach i have right now for great books is very adament that we always underline the book titles.

When you are writing or using a typewriter, you underline it. When you are on a computer, you put the title in italics.

I think that on this occasion that you must decide on whether to do that or not? If you look at one not underlined and one that is.. which one do you like the best?

Just don't put it in quotes. That is the worst way to do it. If it's a letter, just make sure it is capitalized. I would put it in italics anyway.

yes, and capitalize all words except "a, of, in", etc.
quotation marks are for short stories and poems.
