when you configure windows ya need to set an administator who can have all access on the computer, then have sub users who get basic access, ........ go to the control panel, then users..... should show list of all users on the computer along with their status, administrator or limited account, ya will need to find the owner of the admin account, and get them to either upgrade your account to admin as well or get them to do the download for you

HI..
That's depend in the OS (Operating System) you are using.

But almost in all cases you just need to go to Control Panel, User accounts, and create a "new user", select an account type and that's all. Remember "The computer always create an Administrator just use it like your own account"

If u are new in this area try to surf the web and get a Manual. this can be use full.

If it is your computer then you are the administrator.Just sign in using the ID and password you first had when you set up computer. You can see who is administrator by clicking on start, control panel, user accounts. If it is someone else's PC then they have to be one to download.
