It is not a wise thing to do. The best way to rehydrate seriously dehydrated muscles is through IV therapy. By simply injecting your muscle with water, you are only affecting a small area, and not treating the real problem. The best thing to do is to regularly drink fluids while exercising, or working out. Your chances of dehydrating will be far less.

Water, by its nature, is hypotonic, and any cells it comes directly into contact with will begin to lose salt, in order to balance the salt levels inside and outside the cells. You will get localised muscle damage as the cells crenate. Hydrate by intravenous injection of sterile isotonic saline solution. Preferably done by someone who knows what they are doing.
It is the only safe fast way. Or re-hydration by drinking is safe, obviously, but not as fast.

No, you'll just get kinda lumpy until the water is removed naturally. Your body just doesn't work that way.
