I'm having a problem with my internet connection. When I download a file, the download speed is 32KBps (256Kbps) which is supposed to be my internet connection, but when it comes to open pages and see videos, its slower. Then I tested my speed and it comes to be 128Kbps.

You do not say what type of connection you have.
Dial-up is slow and there is nothing you can do about it.
If you have cable, it is very fast - providing you have not overloaded your RAM with wallpaper, screensavers, and tons of unnecessary programs at startup.

To keep RAM as free as possible:
- set wallpaper and screensavers to blank or none — they run continuously in the background and use memory.
- review your start menu – remove anything you don’t need on a daily basis — load games, etc. on an as-needed basis.
- from Internet Explorer, Tools, Internet Options: delete cookies, delete files (offline), and clear history.
- run Disk Cleanup, Scandisk, Defrag at least every two weeks (the more frequently they are run, the less time they take).
- periodically, click Start, Programs, Run — they type ipconfig renew
(that’s ipconfig space renew).
These things should increase speed and free up memory as much as possible.
It will also help if you download two free programs: Ad-aware and Spybot.

What is supposed to be is ALWAYS higher than what it WILL be.

What type of internet do you have?

Dial up?

128 kbps is really slow...that is why it's slow
Try upgrading to Verizon DSL or FIOS (if you can) or Cable internet.
FIOS is the fastest, then Cable, then DSL, Dial up is very slow...

Do a speedtest first

If its slower than what you subscribed/paid for, contact your ISP

maybe u need to have someone come out or call your isp n take it step by step
