It was the political and economic centre of the world.

The city of Rome sat astride a junction between two navigable rivers (The Tiber and the Aniene- at least I think the Aniene is navigable) and was surrounded by extremely fertile plains made so by millions of years of volcanic activity.

It wasn't it just happened to be a place of world culture and knowledge. Look at Alexandria before that or Athens.
