is it REALLY unsafe to use teflon pots or pans to cook in? What is the better and cheaper alternative?

Teflon is safe as long as the seal is intact - once damaged the chemical leaches into your food. The cheapest alternative is cast iron - once properly seasoned they are perfectly nonstick and even impart small amounts of iron into your food a nice health boost.

I would go with Stainless Steel as you can do anything to it and it still is fine. Teflon isn't good, because you can scrape off the coating and wind up eating it which is toxic.

There is no danger cooking on a teflon surface. Just avoid overheating.
