I did hear that if your baby has conjunctivitis, you can use BREAST milk to clean their eyes, but I don't think you can use ANY milk to flush out something from an adult's eyes.
In fact I'm sure some saline water (cooled boiled water with a little salt in it) would be a better solution in most cases.

yes. I have been a beauty therapist for 8 years and a have always found that when im doing am eyelast tint on a client and a little tint stings the eye it helps alot to rinse with milk. milk is not as harsh as water. milk also helped when they had sensitive eyes and i wanted to avoid any reaction. i also use it on my boys if thay get something stingy in the eyes. my littlest boy is lactose intolerant (like most of the worlds population, they just dont know it) and it has never caused any allergic reaction. if in doubt, mix 50% milk 50% water.

no. you flush it with water. the only time you use milk in first aid is if you've swallowed poison or if you got a finger cut off(if you soak the cut-off finger in a cup of milk, the doctors can reattach it.)

Breastmilk can also be used to treat conjunctivitis, yeast diaper rashes, etc.

Cow's milk from the fridge is good on burns.
