The problem here is no one can see your fish, so you're getting a lot of guesses based on the description.
Ich looks like the fish had been sprinkled with salt - no hair involved.
Both a fungus and a bacterial disease called Columnaris have a fuzzy appearance. The fungus will usually be an irregular shape, while the Columnaris is most often circular, and over time, this will turn into a red sore surrounded by the white "fuzz". Another posssibility here if your goldfish is an oranda, or other variety with the "cap" of growth on the head is thay a piece of food is caught in the folds and it's what the fungus is growing on.
If the hair is thicker than an actual hair, you might have an anchorworm (parasite) attached to the fish.

Ick is a parasite that lives on aquarium fish and is the biggest killer to Goldfish. Ick is easy to contract because it can be caused from stress, poor tank temperature and not enough oxygen or cleanliness.
The best way to treat ich is to kill it! The way to kill Ick is to buy a heater (you should have one in the tank for emergencies anyway). If your Goldfish have Ick (white parasites or white bumps on their bodies) raising the temperature to about 80' degrees will play a big part in killing the parasites because they hate the heat! Yes Goldfish hate the heat too but if you use it as a medical treatment your Goldfish will thank you in the end. Do a water change (about half of the tank water changed). Remove your carbon part of your filter because this will only remove the medication in the water. Keep the filter going though, this helps the oxygen consmption. Buy a Ick treatment that states it works for Ick! Give your Goldfish about a tablespoon of salt to 2 gallons of water. This gives them a protective slime coat that helps with immunity and stress. You can also buy a stress coat solution to help your Goldfish not be stressed when turning up the heat. Turn off the lights! Parasites love the light and their eggs will hatch more rapidly when the light is on. Do a water change after 10 days of noticing the fish have Ick and doing a water change before medications are applied! Repeat the medication after the water changes until you see no more Ick. If your Goldfish look Ick free, lower the setting for the heater to fall between (65'-72' degrees). If your heater does not have a tempture reading, by an in tank thermometer. Not the ones you stick on the tank, those usually don't work or misread the temperature and you can risk cooking your Goldfish!
The best thing you can do is take care and learn about your fish! Don't overcrowd either, they really hate that!

to my knowledge your description may be what is commonly known as "ich" a ciliated parasite Ichthyophthirius, it is a very common fish disease and can affect virtually all fish species. You can go to your pet store an buy a ich medication for just a couple of buck just follow the instruction.

you need to get this goldfish treated, take it back to the place you brought it and ask them what it is, and if they know how to fix the problem...if you don't get the fish seen to soon,it will die and give the disease to your other fish.....it sounds to me like it has a disease called white spot, It is a common fish parasite that can be seen on the body and fins. for this i use a product called white spot remedy, good luck

it is not Ick but it is a disease, probably a fungus infection. the best solution is to treat the aquarium with either malachite green or copper sulfate. i think the copper works better. follow the directions on the bottle and hope for a speedy recovery.

Sounds like ick or fungus. The tank is pretty small for two fast growing fish, they are very suseptible to ick, etc.
