Your computer does not meet the game system requirements..
read first the label of the game CD before installing..

You have to turn the game settings down. Go to programs find the game and see if it has a SAFE MODE and click that and then turn your video settings down. Refresh rate of the Monitor and the Game are out of sync.

I suspect that the default resolution and/or refresh rate for the game is greater than your monitor can support.
Go into the game configuration and reduce the resolution or the refresh rate to match your monitor's capabilities.
