The rating of President Bush might be going down because of his policy inconsistencies but the rating on Pelosi is much lower because she has not done anything what she promised during her campaign.

Check the poll number of Abraham Lincoln during the Civil War. Check ANY President remembered as a great president 50 years after he left office. High poll numbers, if they mean anything, mean the politician is not doing anything worth remembering.

Actually those numbers are a bit misleading.

While people have a negative opinion of Congress, and historically they always have, they tend to have a much higher opinion of their own congressman. You cant compare how people feel about an institution with a personality.

Actually the only person holding an elected position with lower polling numbers that Bush is Cheney
