Prop 200 is the thing that requires proof of legal presence in US for social services and so on?

It is a good idea in general, but it makes no sense right not b/c there is no legal way for a Mexican farm worker to come to US.
(US Work visas are only issued for jobs that require a college degree)

And farmers need cheap labor to pick the crops (they are already at the brink of banruptsy), so there will be mexican workers in the country whether you want it or not.

So you face a choice - admit an illegal into a hospital or put him onto the streets so he can sprad his flu or stomach infection.

I depends on how the law is implemented. The most common way to prove citizenship is a passport. People who have passports are much more liberal and vote heavily democratic. One would expect that citizens in need of social services would also spend the time and money to obtain one. It is likely that a lot of people would just stop voting because it is too much trouble.
If instead birth certificates were used the average voter age would probably drop, because young people are frequently ask to produce one for driving, schools etc. but by the time you are 40 or so most people no longer have it handy. Since the under 30's are more liberal than the population as a whole it would also help the democrats.
If such a law were passed nationwide we would probably get national health care, and tax increase on high income wage earners to pay for it. This would effect the economy and we would find out whether better growth comes from taking care of workers or supply side economics.
But there is no chance it will be adopted nation wide and the powers that be will find some way to block it in Arizona.

Low and unskilled workers can and do come into the U.S. legally thru the H2-B visa and various agriculture/farm worker visa's. The hiring firm or farm must firm attempt to hire domestic workers before these visa's are approved. Anything to I.D. who is in our country is a good idea from my perspective. I don't see it having a negative impact on the economy.
