Hi there,
possibly because they are usually smaller than the normal "London" Taxi.
But probably, because when they first started they were nearly all Morris Minis
Like in "The Italian Job"
There was also an Austin Mini( same car, different badge)

In the late fifties, a short lived scheme to use VW Transporter/caravanettes (painted red) as buses on regular but small payload routes in Central London saw them referred to as minibuses. When a secondary cab scheme was introduced shortly after , the term "mini-cab" came into use, many of which were Renault Dauphines covered with advertising.

double fare charging - driving in snow and winter conditions is highly dangerous but still drivers are willing to work to help many get to work, airports etc. An average cab driver looses money in the present weather conditions as he has to drive at speeds of 5 to 20 miles per hour to let a passenger commute whereas he would have covered two fares in the time it takes to transfer one on a normal weather day. The risks are also far greater as easily an inexperienced driver can drive in to them if they lose control on the icy roads. While most of the country came to a halt yesterday, I found the lady at Heathrow Minicabs so kind and helpful yesterday as I was stranded at the Airport yesterday due to the cancellation of flights and the rank had a mile long queue but the minicab company collected me swiftly after pre booking on the telephone

I've always assumed it's cos the drivers wear mini skirts.
And pointy FM shoes. And this includes the women drivers too.
