You can download the personal versions of either Avast or AVG- those run locally on your machine, even when you're not connected to the Internet.
Of course you need to connect to the Internet to get the latest updates at some point...
You might download the installation file to a working machine and copy it over via USB drive or CD.

well i think for a decent virus protection program its usually connected to the internet to get virus "updates". you might just need to reinstall your O.S.
