I am getting ready to plant a new garden. I want to use the weed resistant garden cloth. Do I put the soaker hose underneath the cloth or on top of the cloth and under the mulch?

It depends on how long each is supposed to last. That which will need replacing first should go on top, so the other doesn't have to be moved first.
If its the cloth, then under the cloth would be better, that way if you have to remove or replace the cloth you don't have to move the watering system first. Just have to remember where the system goes.
However if your still planting out new plants it might be better to go on top of the mat with the watering, but under the mulch, so you can put new attachments in the system when you plant something new.
