I don't think it's an age thing as much as a maturity thing. I got married too young at 19 but I have a friend who's been married 20 years since she was 16. It depends on the person. As a general rule I would say wait until after college. I'm regretting that I didn't finish college before getting married and having kids.

This is a difficult question to answer without further information.
How old are you? How old is he? Are you financially, emotionally/mentally, and physically prepared for marriage?
How long have you known each other? Why do you want to get married? Are there children involved? Are there ex-spouses involved? Have you made plans for the future? etc.

If you are asking the question, then it is too soon. We idealize being with "the" person every morning and the wedding, but marriage is really really hard.
