I bought a Female Russian Tortoise today and when I brought her home I saw she has a thin white line on her shell which I think may be sheel rot. Also there are 2 small areas on her shell that are a little flaky. I am 99% sure this is shell rot, but what I am wondering is, is there a cure, will they grow out of it if taken care of, or will it always be there?

Is the white line you noticed in between the scutes (the sections of the shell) ? If so it may just be new shell growth which looks like white lines between the scutes before it darkens to normal shell colour.

Hello....where did you buy this turtle, if you bought it from a repuatable reptile store I'd take her back & see what they say & do ... a good store will know what to do to care for it or trade her for a healthier one, either way they should be told in case they got a bad batch & others might be sick !! As for the care of shell rot.. am not sure what can be done, hopefully someone else knows..it's usually sign of disease or improper care, nutrition, uv light or warmth - enviromental !! Take Care :)
