The owner is celebrating Memorial Day by setting out a sign with the emblem of his service with the 16th Special Operations Wing based in Hurlburt Field, Florida. They operated what was called Spooky gunships. The American flags show his patriotism.
I hope most sincerely that you left the sign and flags alone.

This squadron was just recently awarded a trophy for flight safety. Maybe the person's yard that it was in has family in the US air Force, or is a member.

It means someone belonging to that family belongs to a United States Air Force Squadron. What type I'm not sure but it's the 4th one at any rate. If it's the grim reapers than I do know that they have a really good rep of missions accomplished and very difficult ones at that; but, I'm not sure. I know military and ex-militar personell. I have never actually been one myself.

USAF 4th SOS means:
United States Air Force 4th Special Operations Squadron
The blue background represents the sky, the primary theater of Air Force operations. Yellow refers to the sun and the excellence required of Air Force personnel.
The black disc with crescent suggests a night sky in which the unit is especially adapted to operate.
The ghost specter reflects the unit's history and the aircraft named "Spooky." It further alludes to the squadron's ability to appear and disappear.
The flames spewing from the ghost's arm denotes the firepower of the unit's aircraft from high altitude. (The ghost represented on the unit emblem was originally portrayed on nose art on the first gunship (AC-47). The AC-47 was universally called "Spooky" and inclusion of the "Spooky" ghost on the patch ties the AC-130U gunship to its original ancestor.)

maybe the men in the united states air force 4th command or 4th brigade or 4th squadron are against the war in iraq and want the american people to save 'their' ship? sos is usually navy, but it can be a symbol for them too!
it's a symbolic guess, but it can really mean many other things too!
