The Dems wanted one thing but did not have enough votes to get it. Nothing was forced on anyone. This is how the system of checks and balances work. If the Dems had the vote, we would already have pulled out of Iraq and everybody would have come home or be en route.
If anyone forced an issue, it may have been the Dems trying to make political points even though they knew they did not have the votes for a total, right now, pull out.
So, basically, it depends on whose ox is getting gored. If you're a Dem supporter, you'll think they are somehow victims in this. If you are a Republican supporter, you feel like the checks and balances worked and Congress isn't running a war. ( which isn't it's job anyhow)

No, it's a compromise bill - both sides hate it, but it's the 'best' they can do.
I think the Dems look bad for folding on thier anti-war mandate.
Bush already looks bad enough for mis-handling the war, a political black eye like an unfavorable compromise is meaningless to him at this point. Plus, he's a lame duck.

Hmm.. it seems the Democrats were given the opportunity to refute "Bush's War" by defunding it, which would force a withdrawal, and they didn't have the courage to stand by their convictions.
Not a surprise, because they had been trying to eat their cake and have it too by sending funding bills to Bush with attachments that forced Bush to veto them. This decietful action was so transparent that even mainstream media journalists noticed it. It was that bad.
I wonder if they will now put their hopes in trying to manufacture more "scandals" about the Bush administration?

The Dems were allowed to retain their jobs- as it was understood they would put an end to this mess. They need to do better. They look bad, but-The new bill IS being forced, like everything else has for 7 years, by the 'neo-con cabal' and their insane belief in PNAC and the American colonization of the planet!
(like everything else, Cheney and the boys are blind to reality,
and will never admit to being wrong about ANYthing).

No the democrats brought this on themselves. They knew full well last year they had no authority on the conduct of war and they made the American people think that they did and Americans believed it. So who are the real liars in Washington?
