How do I lay flag stone for a patio with a grass motar?

Want the stone to be stable and flat enough to set table and chairs on it. Do I need to put a "base" of some sort under the stone?

you cant use grass as mortar, I am thinking you want grass growing between the stones. You might or might not need to put a base down, depending on your soil conditions and such. I would anyway, a sand and concrete mix from the local home supply store should work, just basically a fine cement, the kind used for laying bricks, not the coarse kind with gravel for building other things. if your ground is stable and undisturbed, digging out enough for a bout an inch of base and however thick the stone is should do. if it is loose dirt, compact it first, then compact the cement mixture. DO NOT ADD water. Set the stones with however much grass area between them you want. if the grass won't grow quickly there is a new grass on the market that grows anywhere, even on top of cinder blocks. I forget the name. You could just use sand as a base, but the cement will do the job better. eventually it will wick up moisture and become the hard cement it was intended to be, but by that time will be set and molded to the stone perfectly. good luck.
