I don't know if the following links will help but you can try. It recommends creating and setting up your account to use mysql and then installing phpmyadmin. PhpMyAdmin is a web based program that you can add databases, tables, rows, etc.
Personally, I like a program call DBDesigner 4 by FabForce to design my database schemas. It is a visual table designer, similar to Access, that will create an SQL script that you can run on your database.
If you don't have any experience with database design and coding I would recommend finding a friend or a business that does. Improper database design leads to data loss, corruption, and redundancy.

MySQL is pretty easy stuff once you know the basics, but even the basics would take to long to explain here. I learned how to use MySQL by buying PHP and MySQL for Dummies, its a really great book. You can get it ceap on amazon.com or eBay.
