Of course I won't paint it during the rain, but let's say I did it in the morning and later that day, it rains. Will that matter?

Most Stains want you to have 24 hours of dryness before getting them wet. Try to pick a dryer day. No sense in paying 27 dollars a gallon to not get the full effect. Try to get a stain with UV protection as well. Good Luck!

You have to wait for a sunny day. The rain will mess with the outcome of how the fence will look

I would wait for a forecasted sunny day. The humidity can ruin the stain as well as not allowing it to dry properly.
