You don't say what you did to get that IP address, but it doesn't look right. It should be a 192.xxx.xxx.xxx one. Here's how I get my router's IP address:

1.Click on the Start button.
2.Click Run...
3.In the text box, type in cmd .
4.A black "DOS box" window will pop up. Type into it ipconfig /all .
5.A bunch of seeming gibberish will fill the screen. On the line next to "Default Gateway" your router's IP address should appear.

Good luck.

Note: The DNS server IP addresses are usually at your ISP. Was one of them what you were trying to use?

I presume you have your pc's network port wired to the LAN port of the router. If not, establish a wired connection because there can be more than one issue here. Make sure you put it in a LAN port, not a WAN port. A strait CAT 5 patch will do the job. Turn off the router and the pc. Reboot the router and then the pc.

Once the pc is back up. go to command prompt (start - run - and enter cmd and press enter). Type in ipconfig and enter. This will give you your ip address, subnet mask, and default gateway. I suspect you will see the default gateway is 192.168.0.1 or 192.168.1.1; for certain you should see the first 2 series as 192.168.xxx.yyy. If you have 190.72.32.1 this is very odd as that is a routable which you do not want as a LAN IP. If you have 190.72.xxx.yyy series, reset the router to factory default (check the manual for this).

Once you have a default gateway of 192.168.0.1 or 192.168.1.1 or similar, ping the default gateway and it should be successful. Then open the browser, enter the default gateway and you should be able to configure the unit.

Check also the manual. Perhaps the router does not have DHCP active as a default. If this is the case, do a reset of factory defaults. Check the manual for the default gateway (probably 192.169.0.1 or 192.168.1.1 with a subnet mask of 255.255.255.0). Then open the pc LAN connections, right click on the lan port, select properties, go to TCP/IP, click on properties, and then set the pc IP address to 192.168.0.10 or 192.168.1.10 (depending upon whether the default gateway's 3rd quad is 0 or 1 respectively), subnet mask 255.255.255.0, and default gateway as above. Close out these windows and then open comand prompt, and ping the default gateway; it should work, then open the browser and enter the default gateway ip in the browser address and you should be ok. After activating LAN DHCP, in the router you can (and should) reset the pc to obtain IP address automatically.

If none of this works, I suspec the Belkin is defective.

did you also manually configure an ip address on the pc? the belkin's address hasn't changed, but the address of the device trying to reach it probably has. re-enable dhcp on the belkin and the pc, get a dynamic address from the belkin, and then check the default gw on the pc (ipconfig /all). that will tell you what the address of the belkin is. now if you want to disable dhcp you will know what ip addresses you can use on the pc and what to set it's default gw to.
