Are you asking "cleaner" as in "produces less waste"? You'll want to go with smaller species. If you're limited on space to begin with, try guppies (all males if you don't want fry which can overpopulate your tank quickly), neons, cherry barbs, Endler's livebearers, or the smaller danios. All stay under or around 2". The danios, neons, and barbs should be kept in groups of 5-6+, though, so condiser this against the size of the tank. If you wan t something a little different, corydoras or kuhlii loaches, which should be in groups of around 3, or killifish. You can see pictures and get info on these species in this link: http://www.liveaquaria.com/product/categ.cfm?pcatid=830

There is no such thing as a cleaner fish - this is a myth.
There is such thing as an algae eater, but it's good to keep in mind that algae eaters tend to eat and poop a lot, which actually makes the aquarium dirty. Get algae eaters because you like them, but for cleaning, nothing works better then a bit of time and effort of the fishkeeper.

For a small tank, I would go with an oto cat. They stay about an inch long total. But, they're very sensitive to water quality. Good algae cleaners though.
Or, think about a snail or two if it's algae you're looking to clean, and glass/ghost shrimp for picking up food on the bottom.

There are no cleaner fish! Figure 1 gallon of water per 1inch of (fully grown) fish! Algae eaters are not good for a small tank, most of them grow large and create a lot of waste! Go with 1 or2 guppies and snail, for now!

Welcome to the wonderful world of aquariums! :D Fish are fun to watch and can be a great stress reducer. :)
To determine properly what type of fish you can keep without stunting their growth, or subjecting them to an unhealthy environment, it would be helpful to know what type of setup you're planning. By small aquarium, do you mean something under 10 gallons? And, are you looking towards freshwater or salt?

There is no cleanest fish.
You may think that algae eaters are cleaner, but that is untrue.
They eat alot which means they poop alot too.
