count how many times fear not is in the bible and point out what it is that Jesus/God/Holy Spirit says to us after he says "fear not".
Genesis 15:1 (Whole Chapter)
After these things the word of the LORD came unto Abram in a vision, saying, Fear not, Abram: I am thy shield, and thy exceeding great reward.
Isaiah 43:1 (Whole Chapter)
But now thus saith the LORD that created thee, O Jacob, and he that formed thee, O Israel, Fear not: for I have redeemed thee, I have called thee by thy name; thou art mine.
Matthew 10:28 (Whole Chapter)
And fear not them which kill the body, but are not able to kill the soul: but rather fear him which is able to destroy both soul and body in hell.
Revelation 1:17 (Whole Chapter)
And when I saw him, I fell at his feet as dead. And he laid his right hand upon me, saying unto me, Fear not; I am the first and the last:

There are two main types of fear: rational and irrational.
Rational fears are sometimes good - like a healthy fear of getting into a car accident will make you more careful while driving.
Irrational fears are mostly bad - like the way people reacted after 9/11 - even though they had a better chance of getting struck by lighting (twice) than having themselves or anyone they know be the victims of a terrorist attack, they still allowed themselves to be suckered into this administrations lies about saddams 'wmds' (which still haven't surfaced).
Other irrational fears include the fear of hell - which is usually embedded into young childrens heads by their parents, who are attempting to teach them about what they believe regarding the nature of our existence. Fear is a powerful propaganda tool, but using it debases you, your belief system, and those who you attempt to use it on.

Fear is an negative emotion but also fear can be positive. Never fear another human being, we have are made of the same material and have similarities in body, mind, heart, and soul. Fear can hold one back from reaching their dreams, from expressing ones self. We ought not fear anyone because does anyone fear us? Fear can be positive in a way because fear can motivate you to reach your dream, not disappoint yourself and your family, and of failing. Using fear in an positive way can make one lead a good, positive life and do good in life or else not fearing or not caring can result in catching an std, aids, hiv, getting hurt, raped, dying, all kinds of terrible things.

Fear is that little darkroom where negatives are developed.
(Michael Pritchard))
This one real helps me and my niece uses it to overcome anxiety attacks:
LITANY AGAINST FEAR
I must not fear. Fear is the mind-killer. Fear is the little-death that brings total obliteration. I will face my fear. I will permit it to pass over me and through me. And when it has gone past I will turn the inner eye to see its path. Where the fear has gone there will be nothing.Only I will remain.

Fear is a powerful force
A force manipulating one
To do what one normally would not
Or not do what one normally would
Whether fear keeps one in place
Or keeps one running
Fear is a powerful force
