If the second number is 3 + 7i, then the sum is 7 + 12i, which is first quadrant.
If it is 3 -7i, then the sum is 7 - 2i, which is 4th quadrant.

If question is :-
4 + 5i + 3 + 7i then:-
7 + 12i would be in 1st Quadrant

7 - 2i would be in 4 th Quadrant.

you conveniently left out the arithmetic symbol in the second complex number.
