The solution is easy!

Download and run the Norton Removal Tool from the Norton / Symantic website.

I removed it from my Sister's computer. What I had to do, there about 2-3 things listed in Add/Remove. You have to remove one before it will remove the other.
ALSO, you need to use Ctrl+Alt+Del and open "Task Manager" and find Norton Running, Highlight it and click "End Process" or whatever, bottom right. It needs to not be running to delete it. You can also go into Start > Run > "Type" msconfig > Startup "tab" and uncheck Norton click OK. Restart computer and then delete Norton.
AFTER you finish deleting, go to Windows Explorer and look in Program Files and Delete any Empty Folders it leave behind.
This worked for me, all I know.
