Contact their publicist.
You can do this through the artist's website and/or
www.imdb.com
Mind you it will be pricy.

It's not as uncommon as you think, usually it involves club promoters but it depends on who you want.
That was Paris Hilton's job...club promoter, and why she showed up at all these events. Just required an hour of her time and the club picked up the bill.
I've heard about some people getting birthday cards and phone calls, even showing up as a surprise, but you'd have to send all your info.
Sometimes it's a matter of them just happening to be in the area.
I've heard about people sending out wedding invitations, and a celeb actually got the couple something pretty cool, a videotaped greeting, a card with a gift.

You would have to contact the publicist, and be able to provide a ride in some cases to the event, and their favorite food everything they want. Now if the party is only for two hours then they can pretty much charge anything they want.

You contact their booking manager or agent and you pay them an appearance fee which can be very, very high depending on who you want.
If they have a website, their contact information should give you the name of someone you can contact about this. The internet movie database offers contact information for the representatives of many celebrites, but you have to pay to get access to that part of the site.

I would say that you would have a lot of money or have really good connections to people who know them. Heh! Nothing is for free anymore. You would think they would want to do something for free just to make their fans a little happier.. They may be made out of money but not all of us are.

I think you would have to contact their agents, and then be willing to dish out aloooot of money. christina aguilera charged something like 3 million for a this old man's party.

You have to get a hold of their agent then the agent calls the manager which overlooks their schedule. BUT unless you got $80,000 or more to spare I wouldnt bother.
