No, these products will only increase the amount of testosterone in your system, which does nothing for size, just drive.
There is no known product that will permanently increase the size of your penis, regardless of all the TV commercials. There are pumps that will temporarily help, but may permanently damage you by creating scar tissue in the chambers, thereby making the point moot.

No, probably not. However, my husband uses testosterone gel and wherever he puts it on, he grows hair. You don't want a hairy penis do you?
