You man not be a local administrator on your machine. (aka Power user if using Vista). Check that you have the appropriate permissions in the "User Accounts" section of the control panel.

If it's a shared computer and you are not the administrator, the problem may be that you do not have the required privileges.

Assuming you have administrative access:

Download and run the Adobe Flash Player uninstaller.

then install
http://www.adobe.com/products/flashplayer/
