Call your local animal shelter. They will offer some helpful advice.

I wouldn't touch them. They could have rabies or another disease.

It depends. Are you sure their mother died? Mother rabbits don't stay around the nest very much. Unless you know for a fact that the mother has died, leave the babies alone. She will come back to feed them. Check on them (from a distance) in a day to confirm they are being fed.

If you know their mother died, put an old towel in a box or a pet cage, and set the babies up in the there. Take them to a wildlife rehabilitator. (You can contact a vet to find a local wildlife rehabilitator.)

Do you have eyedroppers? Or doll bottles. If they are so young that they still require milk, here is a formula for them. But they need to be fed every 3 hours. Just a few mls. at time. If they squeak, they may be hungry, but try a small amount first. Check out the link. They tell you to use kitten formula from Walmart. Good luck.

Well, I don't think they would be old enough to survive on their own so either take them home, or call a near animal care taker, not an animal shelter, because after a certain amount of days, they put the animals to sleep if no one takes them, an animal caretaker would be best.

Rabbits are pests unless they are native to your area and even then they are probably still pests. Kill them and eat them.
