Well congrats your testicles are in the sac now,where they belong.They should be colder then the rest of your body,to produce fertile sperm.
That's why they hang outside.

When you are born, your testicles are internal. They have to "descend" they call it. It means go down into the scrotum where there is a lower temperature. Your testicles need to be at a lower temperature that the rest of your body.
Testicles usually descend in the first few days of life.
