Because 2^-2 is 2^1/2^3=2/8=1/4 or 2^0/2^2=1/4
get it? when we divide the same number with same or diff exponents, only the exponents are subtracted. and negative sign means 1/(the number with the same exponent in + form)

Neither of those is correct.
The laws of indices require:
a^x * a^y = a^(x + y).
Put x = -b and y = b:
a^(-b) * a^b = a^0
Therefore as a^0 = 1,
a^(-b) * a^b = 1
Dividing each side by a^b:
a^(-b) = 1 / (a^b).
You should now be able to evaluate 2^(-2).
