Hi. First try a commercial DVD to make sure it's not a format problem. Go to the manufacturer's site and download the latest drivers. Your cables are probably OK because the drive starts but the data cable may have to be reseated. Otherwise it may just be broken. The are not very expensive or hard to replace.

Try with a different/clean DVD. If it still does not work (but the power is OK because it tries to read) your DVD device may be defective. Try with a different one or get a new one. I have seen several DVD drives die.
I assume that this is a DVD drive in a PC. You can get replacement drives online (Pioneer, Sony, Toshiba) for $30.

Press open, insert lunchmeat, press play. Watch what happens.
