Lead (II) Carbonate, impossible by titration?

Why is the salt lead (II) carbonate by using titration with a burette, conical flask, methyl orange indicator and a bunsen burner impossible to make?

a. it's insoluble.
b. you would need a burette full of carbonic acid, which you can't get.
