I have yards and yards of fleece, knits and other types of fabric that I need to "pare" down - fabric is free.

A few years ago the local 4H club got a large donation of fabrics from a man who's quilter wife had passed - they set up their own fund raiser sale and have been doing the same thing every year since - because there are lots of us overly inspired fabric buyers who are glad to part with the excess. You might want to check with the girl scouts or 4H in your area - and pass the idea along. Also the local schools that may have sewing clubs or teach a sewing class, or Boys & Girls clubs. Fleese is easy to make scarfs by just cutting (no sewing) so it would be somthing the little guys could use. Also try the senior center - some of them have on going quilting projects for needy and foster kids.
This might get the fabric into the hands of people that can actually use it as opposed to dumping it at the local thrift store.

Project Linus is a great place to donate it! They give blankets to the needy.

I work for my local recreation department and we are constantly looking for donations of anything that can be used for arts and crafts. Might I suggest you give your local rec dept. a call

try the 4-H groups, schools, or even chairty groups like churches that make lap blankets for nursing homes.
