A literary foil is always something that is going to contrast with the main character and in doing so sharpens the understanding of the central being...and in those options, that is I and II. For it to be a comic foil, there has to be an element of humor to it, which brings in III.

I would go for 'I' given the choice you allow. However in Shakespearean comedy 'II' and 'III' are more important, but that is not amongst your choices.
