digits to the LEFT of the decimal point are positive notation
i.e., 1000 would be 1.0 x 10 to the 3rd or 1.0E3..same as 1.0^3 depending on how your teacher wants you to write it.

.001 would be 1.0 E-3, 1.0 x 10 to the minus 3rd or 1.0 ^-3

the whole idea is to have a single digit left of the decimal point and to use the exponential figure to keep track of the zeros and whether it represents a very large or very small number.

1,000,000 is 1.0E6
See what I mean?

scientific notation is written as:

D.DDD... * 10^X

or D.DDDeX in shorthand.

So this number becomes 7.1E-5
