First make sure you have the spark plug wires disconnected so you don't accidentally start the engine by turning the pulley.

You should have a tensioner on the belt. That will either be a spring or a set with a set screw. Loosen the tensioner then work part of the belt over the edge of the pulley. Then rotate the pulley. As you rotate the pulley the belt will work it's way off. If it's the belt that connects the tractor to the mower deck, you may have to loosen or undo the mower deck some so that you can remove the belt.

Your belt should have a number and letter on it to tell the lenth of the belt and the angle of the belt. If you can't find the number just take the belt with you to the belt department. The place should have a guage that can be used to determine the angle. For the length, they can measure the inside of the belt. Normally, the lenght will be a little bit shorter than the old belt since the old belt will have stretched over time.
