I sincerely doubt that a hurricane, no matter how devastating, could meet the definition required by the directive:

"Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions

I believe it would have to cover a larger geography than most hurricanes do and, consequently, a significantly larger percentage of the population, infrastructure, etc.
