He apparently had toll violation tickets from four years ago that he didn't know about. THey made no attempt to contact him, and slapped $9,000 worth of fines on what was a $500 ticket.
That's over 1/3 of what he makes in a year. He's tried to negotiate a lower amount with him, and they won't budge. Has anybody had any experience with this and know what we can do? I'm not looking for a lecture, just helpful information. THanks.

They always make one attempt to let the "offender" know they been suspended. How ever if that person moved and mail isn't forwarded or happen to get "lost", then the BMV finished their job.
Best advise, get an attorney. Now that there has been activity on his "account" it wouldn't be a surprise to start seen attempts to collect and could go as far as lien's against deeds and titles in his name. It could also lead to jail time in some states.
You can fight authority, but in the long run they will win a settlement of the original fine and it will cost you any way it goes.

$9000 in toll violations? Wow . . . unless he has moved to a new location several times without notifying the state, the notices of violation, as well as the ticket, and several (many) letters would have been sent to your husband to alert him to his impending suspension. Now that the license is suspended, he must pay his fines in order to regain his driving privileges. Unfortunately, there is no way to negotiate with the DMV - it is what it is. Sorry for your plight. Well for one thing do not violate anymore tolls. Second, find a time machine, go back and find Toll Booth Will and give him the works. Ya hear me?!?!?! THE WORKS! haha, kidding.

I'd go to the media - your local "troubleshooter" on the television station. "Low income man shafted by city!" makes great headlines, and often makes some shifty politician who wants to look good come forward and help "address" the concern.
That's what I'd do....
