what i want to do is fly from boston or washington dc or boston to montreal and see the niagra falls using a budget airline is this possible

Montreal is not very close to Niagara falls. You want to find a flight to Toronto or Rochester instead.

USAirways has cheap email-notice fares for people who book close to a weekend and comeback at the start of the next week. Get on their mailing list for lower fares. Boston to Rochester is a popular discounted fare in those emails.

Drive from Boston. Take the pike to the NYS thruway and follow the signs to the falls. No more than 9 hours. Cost less than flying.

Huh??????? Montréal is nowhere close to Niagara Falls!!!!! For Niagara you may desire to fly to close by Buffalo, that's served through the discounter Southwest. Southwest flies into BWI airport close to Washington DC and to providence and Manchester-Boston close by airports close to Boston (there is loose bus return and forth provider from Boston to the Manchester airport yet to no longer providence; there is not any loose shuttles from BWI to DC).
