If your non union, then yes it is binding.

It's like signing a ticket, if you refuse to sign it, you still get the ticket.

Having employees signing the manual, is just HR's way of making sure everyone actually received the new employee manual.

Unfortunatley, yes, if they can prove that they sent it...if you continued to work for them after that period, it is implied consent unless you protested in writing.
