I'd say the unborn child, assuming you mean a pregnant woman, since it'd be impossible to save a cluster of cells. Rosie can probably swim. However, if the question is meant to go with the hateful rhetoric that this country so badly needs and the corrupted, disrupted vision of the American Democrat, I'd say the pelican.

In this scenario of yours, there's just a random fetus floating in an oil slick?
Then I'm sorry, but there's no point in saving it. Contact with the oil would prevent it from ever developing into a viable human being.
The terrorist and Rosie can rot in hell, so by default I guess it'd have to be the pelican.
