I lived in the touristy part of San Francisco for eight years. I was always amazed at how many tourists were sight seeing in nothing but shorts and t-shirts... freezing. Yes, San Francisco can be very warm, but usually (especially in July) it is susceptible to fog which can cool things down and create lots of wind. So all those tourists who were expecting to be basking in the sun found themselves shivering in cold, windy fog. My advice... dress in layers. That's what all the locals do.
Have you ever heard the saying, "the coldest winter I ever had was the summer I spent in San Francisco"?

According to cityrating.com, the average temperature in San Francisco in July is 62.7 degrees (F). Though the temp is relatively cool for summer in California, July is the clearest--no rain, minimal cloudiness--month of the year in SF. A good rule of thumb is when it's hot in the inland valleys east of the city, it tends to be foggy on the coast. This is not always the case, as SF has been known to have 80-90 degree temps in July and August. Having lived in the Bay Area for almost 25 years, I can tell you that the rainy season this year has been fairly dry and that usually means we will have a dry, hot summer. If it gets too cold in the City for you, simply take BART into the Eastbay or Caltrain down to the Southbay for some sun and warmer temps. Or drive to the Napa Valley where the sun always shines. Those areas tend to be hot all summer long. Take note: I think it was Johh Muir who said, "The coldest winter I ever spent was a summer in San Francisco."

It's cool in the early morning and when the sun goes down. Yes, dress in layers. It's already getting danged hot here (to me) and that's 80-110 in the afternoon in the sun. But it's cold in the morning. I can only assume it'll be worse by July. In SF you have to wait for the fog to burn off and then it gets hot. At least I've found it not to be too humid when the sun comes out.

Just to pile one here--bring layers. The weather can be cold, foggy and windy, and then get very warm in the afternoon. It can also change within the space of three or four blocks!
And if it's not overcast in the evening, it can be very cold.
And the "coldest summer" quote has been attributed to Mark Twain, but there's no real citation to confirm that.

Bring your jacket and pants it is always fog and wind in San Francisco. You could wear shorts when you drive up to Napa. Be a smart tourist, dress warm in SF.
