Yes, you can breed any of the starter pokemon and any pokemon with a gender with a ditto to get that pokemon pre-evolution (in those cases) or the primary form. That's how I got my piplups, turtwigs, treeckos, charmanders etc.

As has been said your best bet is to roll through a list of all of the pokemon in the water 1 and ground egg groups. Those are the 2 egg groups which Empoleon is capable of breeding with to reproduce a piplup, if your Empoleon is female. Male Empoleon will not reproduce a piplup, obviously. Remember, you'll need a male pokemon from the Water 1 or Ground egg group to successfully mate and reproduce a piplup, with your female Empoleon.
