If it is on an external monitor, replace the whole monitor. The price of just the LCD would be as much as the whole thing.

If it is in a laptop, take it to a pro. They can replace the display. But will run $250-300 plus labor for most laptop displays.

If you mean on a house, depending on the size of the tear, you could sew it with fishing line, or a smaller hole just shove a ball of tissue paper in there. Mine has been repaired like that and has lasted for more than five years. Also replacing the scree entirely is fairly easy and inexpensive.
